Time to Care? An overview of home care services for older people in England, 2006
This report draws from regulatory inspections and assessment of councils performance in commissioning older people's services. The findings include the fact that home care is a key service, councils have increasingly commissioned and contracted services from the independent sector, the quality of services is mixed, and the number of households supported has been declining steadily whilst some people are struggling inappropriately without support.
