This report seeks to find out why so few black and minority ethnic elders are using sheltered housing. It identifies various barriers which go some way to explaining this state of affairs, including hostility from residents and staff, lack of consultation and encouragement from providers, ignorance of black elders' language, customs preferences and concerns, location of schemes and size of dwellings.
